Understanding an opportunity

What Is an RFQ (Request for Quotation) in Philippine Government Procurement?

RFQ means Request for Quotation. It is a request from a government procuring entity asking suppliers to submit quotations for specified goods, services or other applicable requirements. The exact procedure and requirements depend on the procurement method and the official procurement documents.

What does an RFQ ask a supplier to do?

In everyday supplier terms, an RFQ is an invitation to quote. Your job is to understand the requirement and submit the price and supporting information the procuring entity requests.

The approved NGPA framework uses quotation requests in more than one setting: IRR Section 31.3 addresses Direct Contracting, while Section 34.3 addresses Small Value Procurement. Therefore, “RFQ” and “Small Value Procurement” are not interchangeable terms.

Read the procurement mode, project description and solicitation together. Also distinguish goods, infrastructure projects and consulting services. Do not carry an old threshold or one category’s requirements into another procurement simply because both documents have RFQ in the heading.

For the broader rules and transition context, see government bidding in the Philippines. This guide follows the approved IRR, not the withdrawn March 2026 compilation.

What is the buyer asking you to price?

Start by identifying the complete deliverable: item description, specifications, quantity and unit, location, required delivery or service schedule, and any related installation or support. A one-line title can conceal the feature that determines whether you can perform.

The historical Tayabas publication RFQ illustrates the need to read beyond a Printing Services category. Its newspaper-publication scope would require a different capability from ordinary document printing. It closed in May 2026 and is cited only to demonstrate interpretation.

Convert the requirement into your own costing worksheet, but retain the buyer’s reference and descriptions when completing the requested quotation form. Note whether pricing is by item, lot or the complete requirement; consult the ABC guide for budget and lot interpretation.

A practical RFQ review sheet

CheckRecord before responding
Identity and methodEntity, reference/solicitation number, procurement category and mode.
Offer scopeSpecifications, quantity, unit, applicable lot and any mandatory services.
Commercial termsPrice inclusions, validity, delivery and payment terms stated in the request.
Supporting evidenceExactly which signed forms and eligibility or technical documents are requested, and when.
SubmissionDate, time, permitted channel, receiving office and file/package instructions.

This is an editorial checking aid, not an official submission checklist. A buyer may require supporting documents; do not assume an RFQ means “price only.” Equally, do not attach a competitive-bidding checklist as though it governs every quotation request.

Do not confuse solicitation counts with your obligation

In the SVP provision, requesting quotations from suppliers and the minimum quotations actually received are different concepts. Section 34.3 provides that one quotation received may suffice to proceed with evaluation; that does not mean the quotation automatically qualifies or wins.

For a supplier, the practical task is to submit its own genuine, compliant offer. Do not assume you must obtain competitors’ quotations or produce extra offers on their behalf. Questions about how the entity solicits or evaluates offers belong with the procurement officials and the applicable rules.

Likewise, a rule about notice posting is not a substitute for reading the specific submission deadline. Avoid relying on a generic “all RFQs allow this many days” instruction.

Prepare the requested offer and check the delivery route

Verify price calculations, required signatures, supporting files and the stated quotation validity. Check that delivery assumptions match the actual location and schedule. If an alternative product is proposed, do not assume the buyer permits substitutions; resolve the specification question first.

Use the designated submission channel. A listed email address may be for questions, while the RFQ gives different instructions for receiving offers. Allow time to obtain whatever acknowledgment the permitted channel supplies and retain your submitted version.

If the request mixes conflicting project titles, legal references or instructions, seek clarification. Copying an inconsistency into your quotation does not settle which requirement applies.

A quotation is not an award

Sending a quotation establishes that you responded. It does not establish acceptance, an award, a purchase order or permission to begin performance. Follow the entity’s official subsequent notices and contract instructions. Do not assume that silence, a receipt acknowledgment or the lowest offered price is confirmation of a contract.

If the opportunity instead calls for an invitation and full bidding package, use the Invitation to Bid guide. The comparison guide helps identify the next questions when the format is unfamiliar.
