1. Identify the project and procedure
Save the official reference number, buyer, scope, method, ABC, location and closing time. An RFQ is not interchangeable with a full competitive-bidding package; the NGPA IRR provides different methods. The practical sequence below helps organize a competitive bid, while quotation and other procedures must follow their own instructions.
Read which rules apply. GPPB Circular 01-2025 distinguishes earlier procurement under RA 9184 from the NGPA transition. Do not download a familiar old form and assume it still fits. For the framework behind the process, see which procurement rules apply.
If the solicitation format is unfamiliar, compare RFQ and Invitation to Bid. For a formal invitation, the ITB guide explains how to navigate from the invitation to the full package.
2. Obtain the complete documents and amendments
The official Philippine Bidding Documents are organized separately for goods, infrastructure and consulting services. Obtain the version completed for the actual project, including the data sheet, specifications or terms of reference, schedules, forms and contract conditions.
Check acquisition instructions and any applicable document fee in the invitation. A file that can be viewed online does not by itself settle every participation requirement. Review bid bulletins and clarifications before using the original terms.
Keep one working folder named with the reference number. Save the original package and subsequent bulletins separately, then note what each bulletin changes. This simple version log helps avoid pricing a superseded quantity or using an old deadline.
3. Make a bid/no-bid decision before preparing forms
Ask your technical, delivery and finance leads to review the same scope. Can the business provide the required product or work, meet the delivery schedule and support the commercial obligations? Are the experience and qualification requirements realistic for your company?
Illustrative check: if a goods requirement includes commissioning and warranty support, a low purchase price from your distributor is not the complete cost. Allow for the required service work and logistics before deciding to proceed. For infrastructure, check the project’s applicable contractor qualifications and capacity requirements rather than borrowing a goods checklist.
A rational decision to decline a poor fit saves preparation time. If you still need better candidates, return to the opportunity-shortlisting example.
4. Build a compliance matrix from this procurement
Use a working table with four columns: requirement, document/source, responsible person, checked. Include a reference to the exact clause or bulletin. Separate items you must submit from matters you must simply account for in pricing or delivery.
- Eligibility: membership/certification and experience or capacity evidence required for this category and project.
- Technical offer: specifications, scope, delivery schedule and required supporting information.
- Financial offer: the prescribed bid/price forms and the costs they require you to include.
- Authority and declarations: correct signatory, supporting authority, Omnibus statement and other applicable forms.
- Security and submission: the permitted security form, validity, signing, packaging or electronic requirements.
These are review headings, not a universal mandatory-document list. The goods bidding template illustrates category-specific requirements. Platinum does not remove the buyer’s post-qualification checks. Review membership preparation separately.
5. Clarify uncertainties and prepare the prescribed forms
Use the clarification process and any pre-bid conference identified in the procurement documents. Ask a specific question: quote the clause, explain the ambiguity and identify what you need clarified. Follow any formal response or bulletin; do not rely on an informal assurance that conflicts with the documents.
Use the relevant GPPB forms and the buyer’s required versions. Bid security and a Bid Securing Declaration are not the same thing as a performance obligation after award. Check which forms and conditions the procurement permits. An Omnibus Sworn Statement also requires correct facts, authority and the applicable execution formalities.
SmartGEPS can help organize interested opportunities, reporting and Omnibus preparation within its current feature set. Review any generated document against the prescribed form. The application does not certify legal compliance or replace signing, notarization or your review.
6. Submit through the stated channel and keep evidence
Before sending anything, independently check the deadline, recipient, submission location or electronic facility, file/envelope instructions and required signatures. Do not assume that every procurement listed on PhilGEPS accepts bids through the same online channel.
Plan enough time to correct an upload or delivery problem before closing. Keep the acknowledgment or receipt available through the official process. A personal sent-email copy or a saved file is not, by itself, proof that the procuring entity accepted the submission.
Do not post credentials or bid documents into unrelated website forms. The SmartGEPS download/email flow is only for obtaining the product; it is not a government bid-submission service.
7. Follow evaluation, award and contract obligations
Monitor official communications and respond to lawful verification requests through the stated process. The goods bidding template separates evaluation, post-qualification, award, contract signing and Notice to Proceed. Lowest price alone is not a guarantee of award.
If successful, review the actual notice of award and contract requirements, including applicable performance security and timing. Do not treat an award notice as permission to deliver whenever you choose. If unsuccessful, retain the official result and use the proper clarification or remedy process where applicable.
Afterward, record what your team learned: scope fit, preparation time, missing documents and costing assumptions. That improves the next bid without turning independent discovery statistics into claims of guaranteed wins.
