SmartGEPS is independent software. It is not affiliated with or endorsed by PhilGEPS, PS-DBM or GPPB.

What does PhilGEPS mean?

PhilGEPS means Philippine Government Electronic Procurement System. It is the government’s electronic procurement platform for publishing procurement information and providing related merchant services. The official PhilGEPS website is the place to confirm current access, registration and announcements.

What is the purpose of PhilGEPS?

Its purpose is to support electronic government procurement by making official opportunities, notices and merchant processes more accessible and standardized. Procuring entities still define their requirements and conduct the applicable procurement; suppliers still need to read the actual documents and meet project conditions.

PhilGEPS is not a private opportunity-ranking service, a bid guarantee or a substitute for the procuring entity’s instructions.

How do suppliers use PhilGEPS?

  1. Register or access the merchant account through the official service.
  2. Find and inspect relevant notices, documents and supplements.
  3. Check eligibility, scope, ABC, deadlines and submission instructions.
  4. Prepare and submit through the channel stated in the procurement documents.

Start with registration preparation, opportunity search and bid preparation.

PhilGEPS and SmartGEPS are different

SmartGEPS is an independent Windows application that helps suppliers and contractors find, filter and organize relevant PhilGEPS opportunities. It is not PhilGEPS, PS-DBM, GPPB or a government agency, and it does not register businesses, submit bids or guarantee awards. See SmartGEPS for Windows if faster discovery is useful to your team.
